Probably you should go to library to find a book on sprint training.
Your personal best record for 100m is 10.62 now. I am sure as you get to 20 years old, you should be able to run faster.
As for your question of how to increase your power so that you can jump higher, my answer would be "try to jump frequently".
Improving you leg muscle strength will also be helpful.
